W3C is considered the international standard body assembly which helps in governing the promotion of the specification standards of the web. W3C is described as the World Wide Web Consortium and promotes the international standard body.

On the W3C website, they say: W3C primarily pursues its mission through the creation of Web standards and guidelines. Since 1994, W3C has published more than 110 such standards, called W3C Recommendations.”
